Is a Web-based Survey Can Be Performed in Cities with Low Internet Penetration?

Abstract. The characteristic of the information age which is also known as digital or computer age is that information can freely and quickly spread to the whole world with the aid of computers and the Internet. In the turbulent world of today those people are more successful which can transmit information as quickly as possible and get everyone to see. Therefore, nowadays, this infrastructure can help statistical researchers so the concept of electronic survey has risen.
In this article, Web-based survey is defined and the advantages and problems are analyzed. The base of this survey is on accessing the target population to the Internet; therefore the possibility of electronic surveys, in the city of Zahedan (with low Internet penetration) is investigated. The web questionnaire for comparing different kind of surveys was designed and the people opinions that prefer what kind of survey in different situations were questioned.
