The application of Empirical Bayes Method in Small Area Estimation under Rotation Sampling Framework

Abstract: Rotation survey is a kind of repeated surveys which can be used not only for the trend study of parameter changes over the time, but also for making improved estimates for a given time interval when the parameter under investigation changes during the time interval. It is time and cost consuming to make use of rotation surveys especially when the time intervals are short, say monthly surveys. Therefore, it is constructive for rotation surveys to take advantage of techniques to decrease sample sizes. In this paper, authors try to represent a way to decrease the sample size required in rotation sampling by using small area estimation (SAE) method. Based on a simulation study, this strategy is compared with traditional method which does not use SAE method.
