fa بررسی رفتار رشد اقتصادی و بیکاری با تأکید بر قانون اوکان تخصصي Special كاربردي Applicable <span style="font-size: 11pt;"><span style="font-family: yas;">بیکاری یکی از مهم‌ترین مشکلات اساسی در اقتصاد کشورهاست. یافتن راه حل برای کم‌ کردن نرخ بیکاری از مهم‌ترین استراتژی‌های تصمیم‌سازان و تصمیم‌گیران است. در این خصوص </span></span><span style="font-size: 11pt;"><span style="font-family: yas;">رشد </span></span><span style="font-size: 11pt;"><span style="font-family: yas;">اقتصادی به‌عنوان یکی از راه‌کارهای کاهش بیکاری بسیار مورد توجه قرار گرفته و در ادبیات اقتصادی، قانون</span></span><span style="font-size: 11pt;"><span style="font-family: yas;">ی</span></span><span style="font-size: 11pt;"><span style="font-family: yas;"> تحت عنوان قانون اوکان </span></span><span style="font-size: 11pt;"><span style="font-family: yas;">معرفی </span></span><span style="font-size: 11pt;"><span style="font-family: yas;">شده است. این قانون رابطه‌ی منفی بین نرخ بیکاری و رشد اقتصادی را تب</span></span><span style="font-size: 11pt;"><span style="font-family: yas;">یی</span></span><span style="font-size: 11pt;"><span style="font-family: yas;">ن می‌کند. به‌عبارت دیگر بر اساس یافته‌های اوکان، یک درصد افزایش در رشد اقتصادی باعث کاهش&nbsp;۳ درصدی در نرخ بیکاری می‌شود. در دهه‌ی اخیر مطالعات زیادی در خصوص قانون اوکان انجام گرفته و ضریب اوکان بر اساس مؤلفه‌های مختلف مورد ارزیابی قرار گرفته است و نتایج</span></span><span style="font-size: 11pt;"><span style="font-family: yas;"> از یک طرف</span></span><span style="font-size: 11pt;"><span style="font-family: yas;"> نشانگر آن است که ضریب اوکان در طول زمان از کشوری به کشوری دیگر و از منطقه‌ای به منطقه‌ی دیگر متغیر بوده و از طرف دیگر در برهه‌ای از زمان این قانون نقض شده که بخشی از ادبیات اقتصاد</span></span><span style="font-size: 11pt;"><span style="font-family: yas;">ی در دنیا </span></span><span style="font-size: 11pt;"><span style="font-family: yas;">روی این موضوع متمرکز شده است. </span></span><span style="font-size: 11pt;"><span style="font-family: yas;">نقض قانون اوکان نشانگر عدم الگوسازی مناسب رفتارهای اقتصادی است. </span></span><span style="font-size: 11pt;"><span style="font-family: yas;">در این مقاله با استفاده از روشی جدید تحت عنوان الگوی ضریب‌های ثابت و الگوی ضریب‌های متغیر و همچنین بر اساس آخرین داده‌های مرکز آمار ایران (فصلی) ضریب‌های اوکان براورد شده است. نتایج این مقاله</span></span> <span style="font-size: 11pt;"><span style="font-family: yas;">نشان می‌دهد که بیکاری در ایران به بیکاری ساختاری تبدیل، و بیشینه و کمینه رشد</span></span><span style="font-size: 11pt;"><span style="font-family: yas;"> مورد انتظار برای اقتصاد ایران</span></span><span style="font-size: 11pt;"><span style="font-family: yas;"> در پایان دوره‌ی مورد بررسی به ترتیب ۷٫۷ و ۱٫۲درصد براورد شده است.</span></span><br> &nbsp; Unemployment is the most controversial issue in our economy and finding solution to decline unemployment rate is the most important strategies for policy makers. In this regard attention to economic growth as a solution to decrease unemployment is taken into consideration so Okun&#39;s law is one of the achievements in this field which is explained negative relationship between unemployment and economic growth. In other words According to Okun&rsquo;s law, a percentage increase in economic growth caused the unemployment rate to be reduced by 3%. In recent decades, many studies have been done on Okun&#39;s law and coefficients of Okun based on different aspects are evaluated. The result of studies on one hand indicates that the parameters, during time, vary from country to country, and region to region. In the other hand at some span of time this law has been violated. Violation of Okun&#39;s law shows a lack of proper modeling of behavior of economic variables. In this paper we use newest model named &ldquo;coefficient constant and coefficient variable model&rdquo; to estimate parameters of okun&rsquo;s law with latest quarterly data which is released by Statistical Centre of IRAN.&nbsp;The results firstly indicate that unemployment has become structural unemployment.
