fa رتبه‌بندی شاخص‌های اقتصاد دانش‌بنیان با تأکید بر توسعه پایدار مناطق روستایی در ایران Ranking the Knowledge-based Economy Indicators with Emphasizing Sustainable Development in Rural Areas of Iran تخصصي Special پژوهشي Research امروزه کشورهای توسعه‌یافته از اقتصاد دانش‌بنیان به عنوان کلید توسعه سکونتگاه‌های انسانی یاد می‌کنند. این رویکرد با بهره‌گیری از سرمایه‌های انسانی و تجاری‌سازی علوم معاصر می‌تواند به توسعه اقتصادی مناطق به ویژه روستاها کمک نماید. در کشورهای در حال توسعه نظیر ایران، از ظرفیت‌های اقتصاد دانش‌بنیان جهت توسعه مناطق روستایی غفلت شده است. این در حالی است که ظرفیت بالای مناطق روستایی در توسعه سرزمینی غیرقابل انکار می‌باشد. از این رو، نیاز به بومی‌سازی شاخص‌های اقتصاد دانش‌بنیان برای مناطق روستایی به صورت فزاینده‌ای احساس می‌شود. این مهم به معنای گنجاندن دانش، ارزش‌ها و شیوه‌های محلی در سیاست‌گذاری‌های کلان ملی است. هدف این پژوهش، رتبه‌بندی شاخص‌های اقتصاد دانش‌بنیان با تأکید بر توسعه پایدار مناطق روستایی در ایران بود. تحقیق حاضر به لحاظ روش‌شناسی، کمی و از نظر روش تحقیق، توصیفی – تحلیلی از نوع کاربردی بوده است. جامعه مورد مطالعه، پانلی از صاحب‌نظران و کارشناسان اجرایی بودند که به روش نمونه‌گیری در دسترس برگزیده شدند. در این باره، در گردآوری داده‌ها از روش دلفی (Delphi) و از ابزار پرسشنامه استفاده شد. برای تحلیل داده‌ها از مدل رتبه‌بندی تاپسیس (TOPSIS) بهره گرفته شد. یافته‌های این تحقیق، اهمیت بومی‌سازی اقتصاد دانش‌بنیان در توسعه مناطق روستایی ایران را برجسته می‌کند؛ به نحوی که در وهله اول باید به شاخص‌های فرهنگی و ترویجی (بالاترین رتبه با مقدار ۰٫۸۱) و پس از آن به شاخص‌های سرمایه‌گذاری با رتبه ۰٫۷۴، شاخص‌های زیست‌محیطی با رتبه ۰٫۵۵ و شاخص‌های کالبدی – زیربنایی با رتبه ۰٫۴۳ توجه شود.   Today, developed countries refer to the knowledge-based economy as the key to expanding human settlements. This approach can help the economic development of regions, especially villages, by taking advantage of human capital and commercialization of contemporary sciences. In developing countries such as Iran, the capacity of a knowledge-based economy for the development of rural areas has been neglected. Meanwhile, the high capacity of the rural regions in territorial development is undeniable. Therefore, the need to localize knowledge-based economy indicators for rural areas is felt increasingly. This means incorporating local knowledge, values, and practices into national macro-policies. The purpose of this research was to rank the indicators of the knowledge-based economy with an emphasis on the sustainable development of rural areas in Iran. The current research was quantitative in terms of methodology and descriptive-analytical in terms of research method. The studied community was a panel of experts and executive experts who were selected by the available sampling method. In this regard, the Delphi method and questionnaire were used in data collection. TOPSIS ranking model was used for data analysis.
