fa توسعه کارآفرینی روستایی بر اساس ظرفیت‌های محلی با استفاده از روش تصمیم‌گیری چندمعیاره PSI(نمونه موردی: استان آذربایجان شرقی) تخصصي Special پژوهشي Research <span style="font-family:Tahoma;"><span dir="RTL" lang="AR-SA" style="font-size:11.0pt">کارآفرینی نقش مهمی در توسعه اقتصادی یک کشور دارد و همچنین امروزه توسعه کارآفرینی روستایی یک موضوع کلیدی در استراتژی های توسعه ملی در بسیاری از کشورها مطرح است. به منظور توسعه کارآفرینی، شناسایی ظرفیت‌ها و قابلیت‌های جوامع محلی از اهمیت ویژه‌ای برخوردار است و همچنین در روستاها ظرفیت‌های مختلفی جهت راه‌انـدازی فعالیـت‌هـای کـارآفرینی وجود دارد که با شناسایی آن‌ها می‌توان جهت برنامه‌ریزی بهتـر، اشـتغال‌زایـی و کـارآفرینی از آن‌ها استفاده نمود و به نتایج مطلوب مورد نظر دست یافت و در نهایت موجب توسعه اقتصادی و اجتماعی در روستاها و در نهایت سطح ملی شد. هدف از این پژوهش مطالعه ظرفیت‌های محلی شهرستان‌های واقع در استان آذربایجان شرقی در راستای توسعه کارآفرینی روستایی و رتبه‌بندی آن‌ها است. با توجه به اطلاعات منتشرشده توسط مرکز آمار ایران، استان آذربایجان شرقی با ۸٫۱۲۴۲ هزار تن و سهم </span><span dir="RTL" lang="FA" style="font-size:11.0pt">۴۲٫۱۰</span> <span dir="RTL" lang="AR-SA" style="font-size:11.0pt">درصدی از مقدار تولید محصولات باغی کشور در رتبه سوم کشور قرار دارد و همچنین در بخش کشاورزی در جایگاه </span><span dir="RTL" lang="FA" style="font-size:11.0pt">۶</span> <span dir="RTL" lang="AR-SA" style="font-size:11.0pt">کشوری قرار گرفته است، بنابراین ضرورت توسعه کارآفرینی در این بخش حایز اهمیت می‌باشد</span><span style="font-size:11.0pt">.</span><span dir="RTL" style="font-size:11.0pt"> پژوهش حاضر از نظر هدف کاربردی و از نظر روش توصیفی _ تحلیلی است. گردآوری اطلاعات به روش مطالعات کتابخانه‌ای و استفاده از سالنامه آماری استان آذربایجان شرقی انجام گرفته است. جامعه آماری شامل تمامی </span><span dir="RTL" lang="FA" style="font-size:11.0pt">۲۰ </span><span dir="RTL" lang="AR-SA" style="font-size:11.0pt">شهرستان آذربایجان شرقی است که از بین آن مناسب‌ترین مکان با ظرفیت بالا در توسعه کارآفرینی انتخاب شده است. از روش تصمیم‌گیری چندمعیاره </span><span style="font-size:11.0pt">PSI&nbsp;</span><span dir="RTL" style="font-size:11.0pt"> برای مقایسه شاخص‌ها در سطح استان استفاده شده است. نتایج حاصل از پژوهش </span><span dir="RTL" lang="AR-SA" style="font-size:11.0pt">نشان داد شهرستان عجبشیر با بیشترین امتیاز از نظر شاخص انتخاب ارجح به‌عنوان مناسب‌ترین شهرستان برای مکانیابی و توسعه کارآفرینی می‌باشد و شهرستان ورزقان از نظر شاخص‌های مورد نظر، نامناسب‌ترین شهرستان است.</span></span> <span style="font-family:Tahoma;"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-size:10.0pt"><span style="line-height:115%">Entrepreneurship plays an important role in the economic development of a country, and today the development of rural entrepreneurship is a key issue in national development strategies in many countries. In order to develop entrepreneurship, it is very important to identify the capacities and capabilities of local communities, and also there are different capacities in villages for starting entrepreneurial activities, which can be used for better planning, employment generation and entrepreneurship by identifying them. and achieved the desired results and ultimately led to economic and social development in the villages and finally at the national level. The purpose of this research is to study the local capacities of the cities located in East Azarbaijan province in line with the development of rural entrepreneurship and their ranking. According to the information published by Iran Statistics Center, East Azarbaijan province ranks third in the country with 1242.8 thousand tons and a share of 10.42% of the production of horticultural products in the country. Therefore, the necessity of entrepreneurship development in this sector is important. The current research is applied in terms of purpose and descriptive-analytical in terms of method. Data collection has been done by the method of library studies and using the statistical yearbook of East Azarbaijan province. The statistical population includes all 20 cities of East Azerbaijan, from which the most suitable place with high capacity in entrepreneurship development was selected. The PSI multi-criteria decision-making method has been used to compare indicators at the province level.
