fa شناسایی موانع و محدودیت‌های اعتبارات و تسهیلات دولتی در توسعه روستایی تخصصي Special پژوهشي Research <span style="font-family:Tahoma;"><span style="font-size:12pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span lang="AR-SA" style="font-size:11.0pt">در طی دهه‌های اخیر اعطای تسهیلات و اعتبارات دولتی به عنوان یکی از استراتژی‌های توسعه روستایی مورد تأکید قرار گرفته است. بر این اساس امروزه اعطای این اعتبارات یکی از روش‌های اصلی تأمین سرمایه در کشور است. هدف پژوهش حاضر شناسایی مهمترین موانع و محدودیت‌های این اعتبارات در توسعه روستایی است. پژوهش حاضر از جمله تحقیقات کمی و با رویکرد آسیب‌شناسانه و جامعه آماری تحقیق شامل کارشناسان و خبرگان دولتی و دانشگاهی آشنا به موضوع تحقیق می‌باشد. گردآوری اطلاعات به شیوه اسنادی و میدانی و از طریق مصاحبه و تکمیل پرسشنامه صورت پذیرفته است. تحلیل داده‌ها با استفاده از تکنیک تحلیل عاملی و ابزار </span><span dir="LTR" style="font-size:11.0pt">SPSS</span><span lang="AR-SA" style="font-size:11.0pt"> صورت پذیرفت. نتایج</span> <span lang="AR-SA" style="font-size:11.0pt">تحقیق نشان می‌دهد که مهمترین موانع در اثربخشی اعتبارات و تسهیلات دولتی در توسعه روستایی مربوط به عوامل ۱- اقتصادی، ۲- نهادی - ساختاری، ۳- ضعف نظام اداری، ۴- ضعف نظام پایش و نظارت ۵- ضعف نظام آموزشی - مدیریتی است که عامل اول یعنی اقتصادی بیشترین سهم (۵۱٫۵۲) و عامل آموزشی &ndash; مدیریتی کمترین سهم (۵٫۰۷) را در تبیین کل متغییرها دارند. همچنین نتایج تحقیق نشان داد که بخش عمده‌ای از چالش‌ها و موانع اثرگذار در این زمینه به پایین بودن مبلغ تسهیلات و مشکلات مربوط به تأمین وثیقه و پیچیده و طولانی بودن فرایند نام‌نویسی و دریافت این تسهیلات باز می‌گردد.</span></span></span></span></span><br> &nbsp; <span style="font-family:Tahoma;"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-size:10.0pt"><span style="line-height:115%">During the recent decades, the granting of government facilities and credits has been emphasized as one of the strategies of rural development. Based on this, today granting these loans is one of the main methods of providing capital in the country. The aim of the current research is to identify the most important obstacles and limitations of these credits in rural development. The current research is one of quantitative research with a pathological approach and the statistical population of the research includes government and academic experts familiar with the research topic. Information was collected through documentary and field methods and through interviews and completing questionnaires. Data analysis was done using factor analysis technique and SPSS tool. The research results show that the most important obstacles in the effectiveness of government credits and facilities in rural development are related to 1- economic factors, 2- institutional-structural factors, 3- weak administrative system, 4- weak monitoring and supervision system, 5- weak educational system. It is a management where the first economic factor has the largest share (51.52) and the educational-management factor has the lowest share (5.07) in the explanation of all variables.
