fa تأثیر تغییرات جمعیتی بر صندوق‌های بازنشستگی کشور تخصصي Special پژوهشي Research <span style="font-family:Tahoma;"><span style="font-size:12pt"><span style="direction:rtl"><span style="unicode-bidi:embed"><span lang="AR-SA" style="font-size:11.0pt">با ورود ایران به مرحله سالمندی جمعیت</span> <span lang="FA" style="font-size:11.0pt">به‌عنوان آخرین مرحله گذار ساختار سنی</span><span lang="AR-SA" style="font-size:11.0pt">، افزایش جمعیت سالمندان چالش مالی جدی برای صندوق‌های بازنشستگی ایجاد </span><span lang="FA" style="font-size:11.0pt">خواهد کرد</span><span lang="AR-SA" style="font-size:11.0pt">. از این‌رو، بررسی استقرار فاز سالمندی جمعیت و توزیع استانی این پدیده نقش مهمی در مواجهه با پیامدهای جمعیتی بر صندوق‌های بازنشستگی دارد. این پژوهش با تحلیل داده‌های پیش‌بینی جمعیتی مرکز آمار ایران (</span><span lang="FA" style="font-size:11.0pt">۱۳۹۵&ndash;۱۴۱۵)</span><span lang="AR-SA" style="font-size:11.0pt">، به بررسی ناهمگنی مکانی توزیع جمعیت </span><span lang="FA" style="font-size:11.0pt">۶۰</span><span lang="AR-SA" style="font-size:11.0pt"> سال به بالا در استان‌ها و پیامدهای آن بر صندوق‌های بازنشستگی می‌پردازد. به‌منظور نیل به این هدف از نرم‌افزار آماری </span><span dir="LTR" style="font-size:11.0pt">R</span><span lang="FA" style="font-size:11.0pt"> استفاده شده است. </span><span lang="AR-SA" style="font-size:11.0pt">یافته‌ها نشان می‌دهد روند سالمندشدن جمعیت در استان‌ها یکسان نیست؛ برخی استان‌ها با شتاب بالاتر کاهش نرخ باروری و افزایش امید به زندگی، زودتر با افزایش جمعیت سالمند و استقرار فاز سالمندی جمعیت مواجه خواهند شد. این ناهمگنی، بار مالی نامتوازنی بر صندوق‌های استانی تحمیل می‌کند، به‌طوریکه استان‌های با سهم بالاتر سالمندان (نظیر گیلان، مازندران و مرکزی) با بحران کسری منابع زودتر روبه‌رو می‌شوند. در مقابل، استان‌های جوان‌تر (مانند سیستان و بلوچستان) فرصت موقت برای اصلاح ساختار صندوق‌ها دارند. نتایج تأکید می‌کند که سیاست‌گذاری یکسان ملی بدون توجه به تفاوت‌های استانی در مسیر سالمندی، تشدید بحران صندوق‌ها را در پی‌خواهد داشت. پیشنهاد می‌شود مدل‌های تأمین مالی مبتنی بر ریسک جمعیتی و انتقال منابع بین استانی در دستورکار قرار گیرد. این مطالعه لزوم اتخاذ راهبردهای منطقه‌ای برای مدیریت چالش سالمندی را آشکار می‌سازد</span><span lang="FA" style="font-size:11.0pt">.</span><span lang="AR-SA" style="font-size:11.0pt"><span style="font-family:Yas"></span></span></span></span></span></span><br> &nbsp; <span style="font-family:Tahoma;"><span style="font-size:11pt"><span style="line-height:115%"><span style="font-size:10.0pt"><span style="line-height:115%">As Iran enters the second stage of demographic transition, the increase in the elderly population has created a serious financial challenge for pension funds. This study analyzes the forecast data of the Statistical Center of Iran (1415&ndash;1395) and uses R software to examine the spatial heterogeneity of the distribution of the population aged 60 and above in provinces and its consequences for pension funds. The findings show that the aging process in the provinces is not uniform; some provinces will face the density of the elderly population sooner due to a higher acceleration of the decline in fertility rates and an increase in life expectancy. This heterogeneity imposes an unbalanced financial burden on provincial funds, such that provinces with a higher share of the elderly (such as Gilan, Mazandaran, and Markazi) will face the crisis of resource deficit sooner. In contrast, younger provinces (such as Sistan and Baluchestan) have a temporary opportunity to reform the structure of the funds. The results emphasize that uniform national policymaking, regardless of provincial differences in the aging trajectory, will exacerbate the fund crisis. It is suggested that demographic risk-based financing models and interprovincial resource transfers be put on the agenda.
