fa مقدمه‌ای بر آمار محیط زیست و چارچوب‌های بین‌المللی مربوط به آن عمومى General پژوهشي Research <p dir="RTL" style="margin-right:1.0cm">در ادبیات مربوط به سیاست‌گذاری‌ها و برنامه‌ریزی‌های اقتصادی، دسترسی به آمار و اطلاعات دقیق و بهنگام، در رأس عواملی مانند منابع طبیعی، منابع مالی، نیروی انسانی و فناوری مناسب و پیشرفته قرار گرفته است و اساس هر نوع تصمیم‌گیری را تشکیل می‌دهد. آمار و اطلاعات در تمام مراحل برنامه‌ریزی (راهکارها، سیاست‌ها، خط‌مشی‌ها و اهداف)، هدایت امور اجرایی و ارزیابی عملکرد از اهمیت ویژه‌ای برخوردار است. اهمیت نظام جامع آماری محیط زیست نه فقط برای ارزیابی وضعیت رایج محیط زیست مورد نیاز است بلکه برای برنامه‌ریزی سیاست‌ها و عملیات اجرایی توسعه‌ی مداوم و سالم‌سازی محیط زیست نیز مورد نیاز است. در این راستا تهیه‌ی آمارهای جامع زیست محیطی، زمینه را برای دستیابی به اهداف فصل 5 برنامه‌ی چهارم توسعه (ماده‌ی 58 تا 71)، هموار می‌سازد. به‌عبارت دیگر، طبق اصل 50 قانون اساسی، اهداف فصل 5 برنامه‌ی توسعه‌ی چهارم کشور (مواد 58 تا 71)، اعلامیه‌ی استکهلم، فصل 8 دستور کار 21، بخش <span dir="LTR">D</span> فصل 8 دستور کار 21، فصل 40 دستور کار 21، توصیه‌های <span dir="LTR">UNEP</span>، توصیه‌های بخش آمار سازمان ملل متحد، توصیه‌های بخش توسعه‌ی پایدار سازمان ملل متحد و اهداف توسعه‌ی هزاره‌ی سوم (<span dir="LTR">MDGs</span>)، ضرورت ساماندهی، تولید و اشاعه‌ی آمارهای محیط زیست ضروری به نظر می‌رسد.</p> <p dir="RTL" style="margin-right:1.0cm">به‌همین منظور در این مقاله، مفاهیم آمار محیط زیست، ضرورت تهیه‌ی آمار و شاخص‌های زیست محیطی، انواع داده‌ها، منابع آمار، شاخص‌ها و نماگرهای زیست محیطی، روش‌های جمع‌آوری آمار زیست محیطی، بخش‌های گوناگون آمار محیط زیست و انواع چارچوب‌های بین‌المللی تهیه‌ی آمارهای محیط زیست مورد بحث و بررسی قرار می‌گیرد.</p> <p> In the literature of economic planning and policy making, having access to accurate and up-to-date statistics and information, which are the basis of decision-making, is a high priority among factors such as natural resources, financial resources, workforce, proper and progressive technology. Statistics and information have a significant role in the stages of planning (policies and goals), directing administrative affairs, and function assessment. The comprehensive system of environmental statistics is not needed just for assessing the current status of the environment, but also is essential for plan preparation, policy formulation, and sustainable development and the environment protection activities.
