The Equilibrium Point between Access to Microdata and Privacy of Statistical Units in Official Statistics

One of the most important duties of statistics centers in the world is the dissemination of microdata to all users. Microdata is contained private information of the statistical units, which in turn implies that ways to protect the privacy of these units should be considered by the statistical centers are known as confidentiality. Equilibrium is required between privacy and dissemination. It would be set up with several components such as anonymizing, sharing agreements with universities, government organizations, statisticians, and the classification of all microdata of the Statistics Center of Iran. The meaning of a certificate or agreement granted to a real or legal researcher for a data set is limited to the time of agreement and therefore has an expiration date. This paper introduces disclosure control methods and related software. Using ARX open-source software, a hypothetical example of reporting covid-19 mortality is provided. Also, the amount of identification of the country before and after the anonymous is presented, means that nash equilibrium would be provided by disclosure control methods between the privacy of statistical units and researchers' access.
