According to many economists, the market system and distribution of agricultural products in Iran is inefficient. In such a way that most of the time this market experiences severe price fluctuations and causes dissatisfaction on both sides of the market i.e. consumer and producer. In part of Article 33 of the Law of the Sixth Program of Economic, Social and Cultural Development, the government is obliged to support this sector and strengthen the rural economy by completing the value chain of agricultural products. The main purpose of conducting applied research is to describe and conceptualize the development model of the value chain of agricultural food products with an organizational learning approach. The value chain development process is presented in three stages of organizational learning under the guidance of the chain developers. In this process, after passing through the stages of exploration-perception and experiment-implementation by establishing the continuity of cooperation between the members of the value chain, intra-organizational and inter-organizational learning of the researcher. It can be In the mentioned process, the developers of the value chain are the mediators who cause the creation of common knowledge by creating a structured mechanism and facilitating the cooperation of the chain members, and when the value chains are not able to organize themselves, it They act as catalysts and will improve the entire value chain.
