Development of Rural Entrepreneurship Based on Local Capacities Using PSI Multi-criteria Decision-making Method (Case Study: East Azarbaijan Province)

Entrepreneurship plays an important role in the economic development of a country, and today the development of rural entrepreneurship is a key issue in national development strategies in many countries. In order to develop entrepreneurship, it is very important to identify the capacities and capabilities of local communities, and also there are different capacities in villages for starting entrepreneurial activities, which can be used for better planning, employment generation and entrepreneurship by identifying them. and achieved the desired results and ultimately led to economic and social development in the villages and finally at the national level. The purpose of this research is to study the local capacities of the cities located in East Azarbaijan province in line with the development of rural entrepreneurship and their ranking. According to the information published by Iran Statistics Center, East Azarbaijan province ranks third in the country with 1242.8 thousand tons and a share of 10.42% of the production of horticultural products in the country. Therefore, the necessity of entrepreneurship development in this sector is important. The current research is applied in terms of purpose and descriptive-analytical in terms of method. Data collection has been done by the method of library studies and using the statistical yearbook of East Azarbaijan province. The statistical population includes all 20 cities of East Azerbaijan, from which the most suitable place with high capacity in entrepreneurship development was selected. The PSI multi-criteria decision-making method has been used to compare indicators at the province level. The results of the research showed that Ajabshir city with the highest score in terms of the preferred selection index is the most suitable city for locating and developing entrepreneurship, and Varzeghan city is the least suitable city in terms of the desired indicators.
