Identifying Obstacles and Limitations of Government Credits and Facilities in Rural Development

During the recent decades, the granting of government facilities and credits has been emphasized as one of the strategies of rural development. Based on this, today granting these loans is one of the main methods of providing capital in the country. The aim of the current research is to identify the most important obstacles and limitations of these credits in rural development. The current research is one of quantitative research with a pathological approach and the statistical population of the research includes government and academic experts familiar with the research topic. Information was collected through documentary and field methods and through interviews and completing questionnaires. Data analysis was done using factor analysis technique and SPSS tool. The research results show that the most important obstacles in the effectiveness of government credits and facilities in rural development are related to 1- economic factors, 2- institutional-structural factors, 3- weak administrative system, 4- weak monitoring and supervision system, 5- weak educational system. It is a management where the first economic factor has the largest share (51.52) and the educational-management factor has the lowest share (5.07) in the explanation of all variables. Also, the research results showed that most of the effective challenges and obstacles in this field are due to the low amount of the facility and the problems related to providing collateral and the complicated and long process of registering and receiving this facility.
