The Position of Rural Development in the Five-Year Development Plans After the Islamic Revolution in Iran

This study has been conducted to investigate the place of rural development in the five-year development plans of the Islamic Republic of Iran. The study seeks to answer how rural development has been considered in the five-year plans after the Islamic revolution. For this purpose, first, The contents of the five-year plans were surveyed and their goals in the field of rural development were examined by the indicators that were selected based on the available statistical sources and the opinions of experts. investigation of the extent of the realization of these goals during the years of implementation of the five-year plans indicated despite the improvement in urban and rural areas, the urban area has more share of the benefits of development. Between 1365 and 1400, the share of the rural population has decreased by 0.6% annually, the most important reason of which can be less attention to rural areas in development plans. The pathology of rural development in the five-year development plans after the Islamic revolution showed that these plans did not have a single theoretical basis, did not follow clear and measurable goals, did not emphasize humans as the driver of development, and did not have proper indicators for monitoring rural development. Finally, a specific institution is not responsible for the implementation of rural development goals.
